DI 40501.015 Processing Center (PC) Responsibilities for Continuing Disability Review (CDR) Cases

A. Operating policies of CDR adjudication

1. Alert processing

When the Social Security Administration (SSA) receives a medical diary alert:

  1. a. 

    Locate and associate the folder(s);

  2. b. 

    Review the case(s) to ensure that a CDR is appropriate; and

  3. c. 

    Forward the case(s) to the field office (FO) for processing. For information on processing medical diary alerts, see DI 40505.001 through DI 40505.005.

2. Suicidal or homicidal behavior cases

Alert the FO if the file indicates the beneficiary demonstrates potential suicidal or homicidal behavior. Before processing cases involving suicide or homicide see DI 40505.001D.3.

3. Section 1619 CDR cases

Based on a review of the record for Section 1619 CDR cases, the FO determines if the beneficiary needs a CDR. For information on processing Section 1619 CDR cases, see DI 40540.001.

4. Foreign cases

The Office of Earnings and International Operations (OEIO) process all foreign CDR cases.

5. Railroad CDR cases

Great Lakes Program Service Center (GLPSC) coordinates railroad CDRs with the Railroad Retirement Board, and makes the CDR determination(s) for career railroad and dependent annuitant cases. Also, see DI 44001.140 Continuing Disability Reviews for Railroad Cases.

6. Diary coding on continuances

To establish case diaries, use the guidelines in DI 26525.001 Scheduling Continuing Disability Reviews (CDRs) – General Policies.

Record the diaries on the SSA-832 (Cessation or Continuance of Disability or Blindness Determination and Transmittal – Title XVI) or SSA-833 (Cessation or Continuance of Disability or Blindness Determination and Transmittal – Title II). 7. Pre-effectuation review (PER)

PCs perform PER on a percentage of Title II continuance cases in cases involving disability determination services (DDS) determinations. This can occur before or after the disability examiner (DE) takes action to make payment or notifies the beneficiary.
