Public Law 104-121 contains special representative payee and treatment referral provisions for those who are entitled to disability benefits, have a “DAA condition,” and are incapable of managing their benefits.

An individual will be found to have a “DAA condition” when the individual has a medically determinable substance use disorder and DAA is not material.
