SI SF01415.220 Hawaii Optional State Supplementation – Prior Living Arrangements (BASIC 07/2014)

A. Optional State Supplement (OSS) A – Independent Living or Blind Child Living in Parental Household (1/1974 through 12/2002 only)

1. General

Hawaii paid Optional State Supplement A to an eligible individual or couple who:

  1. a. 

    lived in the individual or couple's own household as defined for Federal living arrangement “A” purposes. This included living in a “half-way house,” that is a private non-medical facility with whom the State had a purchase or services agreement for the short term care of certain needy individuals, or

  2. b. 

    was a patient in a certified private medical facility where Title XIX does not pay more than 50% of the cost of care, or

  3. c. 

    was a blind or disabled child under age 18 (or age 21 if the individual qualifies as a “protected child”) living in a parent(s)’ household.

2. Development and Documentation

Absent evidence to the contrary, an individual or couple whom SSA determined to be living in the individual or couple's own household (Federal living arrangement A), was in an independent living arrangement

B. Optional State Supplement (OSS) B – Living in the Household of Another Living (1/1974 through 6/1983 only)

Optional State Supplement B applied when SSA determined an individual or couple was living in the household of another (Federal living arrangement B).

C. Optional State Supplements F, G, and H – Level 1, Level 2, and Level 3 Domiciliary Care (1/1974 through 6/1997 only)

Each of these variations was defined by the level of care and services provided to an individual. Each of the levels of care may have been provided in a single facility. The current OSS H living arrangement is a combination of these prior F, G, and H variations (effective 7/1997).
