There are three ways for an eligible person to be effectively enrolled in SMI:

Be deemed to have enrolled under the automatic enrollment provision.

Personally enroll (or be enrolled by a proper person acting on the individual's behalf).

Be enrolled by a State under a buy-in agreement for the coverage of eligible individuals.
