The Kansas statutes were changed effective July 1, 1990 to eliminate the local registrar. Prior to July 1, 1990, local county registrars had the authority to issue certified copies of vital records for birth and death. However, based on information from the Kansas Office of Vital Statistics, all county registrars were phased out and did not issue certified birth or death records after 1988.

Certified copies of birth or death records issued by a local Kansas county registrar are acceptable if the issue date is prior to 1989. Otherwise, a certified copy of birth or death records is required from the Kansas Office of Vital Statistics.
