GN 01711.215 Application for Benefits Under the Norwegian Agreement

A. Policy

An applicant filing for benefits under the agreement with Norway must complete Form SSA-2490-F4 (Application For Benefits Under A U.S. International Social Security Agreement). This is true whether the applicant is filing for benefits only from the United States, only from Norway or from both countries.

B. Procedure

Use the information below to determine the proper claims actions for taking U.S. totalization and Norwegian claims.

1. U.S. Totalization Benefits Only

For U.S. totalization benefits only:

  1. a. 

    Complete Part I of the SSA-2490-F4

  2. b. 

    Complete MCS application screens (see MSOM MCS 009.011 for completing the TOTALIZATION (TOTL) screen on MCS) or appropriate RSDI application(s) (e.g., SSA-1 for retirement benefits).

2. Norwegian Regular or Totalization Benefits Only

Complete Parts I and II of SSA-2490-F4 for Norwegian regular or totalization benefits only.

3. Norwegian Benefits (Regular or Totalization) and U.S. Totalization

For Norwegian benefits (regular or totalization) and U.S. totalization:

  1. a. 

    Complete Parts I and II of Form SSA-2490-F4

  2. b. 

    Complete MCS application screens (see MSOM MCS 009.011 for completing the TOTALIZATION (TOTL) screen on MCS) or appropriate RSDI application(s) (e.g., SSA-1 for retirement benefits)
