The agreement provides that France will count a worker's U.S. coverage when determining eligibility for French benefits if the worker:

  is not insured based on French coverage alone, and

  has at least one year of French coverage.

France will credit one calendar quarter of French coverage for each U.S. QC. However, France will not credit any U.S. QC that is already credited as a quarter of French coverage, or more than 4 QC's for any calendar year.
