GN 01726.320 Dutch Coverage Records for U.S. Disability Claims

Policy

As discussed in GN 01726.025, UWV is the proper Dutch agency for disability claims. As such, it is the appropriate agency from which DIO should request a Dutch coverage record in a disability case. However, UWV maintains coverage information no earlier than July, 1967, the month in which their law became effective. In order to ensure that full coverage information is available for a claimant for U.S. disability benefits it is necessary to obtain coverage records from both UWV and SVB.

Exception: If a Dutch coverage record has already been received from one agency and, based on that record, U.S. DIB insured status is met and the date of entitlement to DIB would not be affected by the other record, adjudicate the claim without the other record.
