GN 02607.670 Obtaining Missing Information on Reporters and Facilities

A. Procedure - obtaining information on reporters and facilities

1. FO development actions for missing Facility Identification Codes (FIDs)

Do not use these instructions to obtain missing FID codes for Federal Bureau of Prison cases. See GN 02607.790D. for processing 3BOP cases.

A FID code is always required on the PUPS record in order to pay an incentive payment.

2. Locating missing FID codes on PUPS Records/Alerts

Take the following actions to determine the missing FID code on a PUPS record/alert (See GN 02607.530F for identifying blank FID codes):

  1. a. 

    Identify the reporter that sent the inmate information to SSA. See MSOM PRISON 002.016 to identify the reporter that sent in the inmate data based on the 4-digit Reporter Identification Code (RID) code annotated to the PUPS record. (A PUPS alert contains the actual name of the reporter in the REPORTER NAME field of the PUPS alert.)

  2. b. 

    Once you identify the name of the reporter, contact the beneficiary to find out where they were last confined.

  3. c. 

    If the beneficiary does not respond or cannot provide you with the information, contact the reporter to determine the name of the facility where the beneficiary was last confined. See MSOM PRISON 002.009 to obtain the contact information from the QARR screen in IRCS.

  4. d. 

    If the reporter cannot provide the name of the facility, contact one of the other third party sources listed in GN 02607.680 to secure the name of the facility where the beneficiary was last confined.

  5. e. 

    After exhausting all possible sources of contact to obtain the FID code for the inmate and you still cannot determine the missing FID, contact your RPC to assist in finding the missing FID code. The RPC will provide you with the missing 6-digit code. (The RPC may contact CO, if necessary, to assist in determining the missing FID code.)

  6. f. 

    Update the PUPS record with the correct 6-digit FID code and any other missing information that you obtained during your development. See MSOM PRISON 002.016 for determining the 6-digit FID code.

3. PC/OCO-ODO development for missing or questionable Facility Identification Code (FID) on PUPS Alert/Record

The PC/OCO-ODO will contact the FO to develop and resolve cases in which the facility identification code on the PUPS alert/record is missing or questionable. The PC/OCO-ODO will contact the FO that services the beneficiary's mailing address on the MBR to resolve the discrepancy.

The FO will work any case that the PC/OCO-ODO forwards to the FO for development action to completion.

B. Procedure - FOS use of FID codes to respond to inquiries

Use the facility code, located on IRCS, to help respond to inquiries about a beneficiary's benefits. You may also use the name of the correctional facility when preparing notices to the beneficiary to inform them of the reported place of incarceration. To locate a FID code on IRCS, see MSOM PRISON 002.016

C. Procedure - PC/OCO-ODO use of FID codes to respond to inquiries

Use the facility code, located on IRCS, to help respond to inquiries about a beneficiary's benefits. You may also use the name of the correctional facility when preparing notices to the beneficiary to inform them of the reported place of incarceration. To locate a FID code on IRCS, see MSOM PRISON 002.016
