RS 01403.050 When Development of Secondary Evidence of Wages May Begin

A. POLICY

1. Sequential Development

Begin only after all sources of primary evidence have been exhausted. See RS 01403.005D.1.

2. Presumption

To overcome the presumption of correctness, see RS 01403.005C.3.

3. Coverage and Exceptions

See RS 01901.010 – RS 01901.780 if there is a question whether the earnings at issue are covered under the Social Security Act.

EXAMPLE:  The cash pay test of $50 per quarter in RS 01901.200 may exclude some domestic employment.
