RS 01603.303 The RRCERT-OP-Alert

A. PROCESS

When... Then...

SSA identifies an overpayment for a railroad certified beneficiary,

SSA updates the MBR to reflect the overpayment and the Daily Update Data Exchange (DUDEX) system sends the information to RRB with a request to determine the actual amount of overpaid Social Security benefits.

RRB receives the notification of an SSA detected overpayment

RRB determines;

  • the actual amount of overpayment and,

  • the amount which will be recovered from a railroad underpayment (if any) and,

  • sends this information back to the RRCERT AUDIT system via the Overpayment Response (OPRS) screen.

the RRCERT AUDIT system receives notification of the actual amount of overpayment and the amount which can be recovered from a railroad underpayment

the RRCERT AUDIT system posts the information to the RRCERT BENES data file, determines how much must be collected by SSA and issues an RRCERT-OP alert to the PC.

the RRCERT AUDIT system detects CPS payments maded for a period in which RRB has also made payments,

the RRCERT AUDIT system issues an RRCERT-OP alert to the PC indicating that CPS payments were made for a period in which RRB also made payment.

the PC receives an RRCERT-OP alert

the PC updates the MBR to reflect the actual amount of the overpayment and begins due process and collection procedures.

C. DESCRIPTION OF ALERT FIELDS

CN/BIC- The claim number and beneficiary identification code of the overpaid person.

Name- The name of the overpaid person identified by the CN/BIC.

CPS Payments- The date and amount of any payments made via the Critical Payment System (CPS).

Total overpaid- The total amount of overpaid social security benefits to the beneficiary identified by the CN/BIC.

Amount recovered from RRANN- The amount (if any) which will be recovered from the railroad annuity underpayment (if any).

Amount remaining- The amount of overpaid social security benefits remaining to be collected or waived after due process.
