DI 11020.020 When Childhood Disability Development is not Required

The field office (FO) will not initiate disability development (i.e., do not complete the SSA-3368-BK Disability Report – Adult or other disability forms) on a childhood disability benefits (CDB) claim when it is obvious that the claim will be denied based on technical factors of entitlement. For additional information regarding FO technical denials of CDB claims, see DI 11020.050.

NOTE: When the new CDB entitlement is an adverse claim, it is excluded from District Office Final Authorization (DOFA). For CDB claims excluded from FO authorization, see DI 11020.085.
