A qualified veteran is entitled to a benefit payment for each month after April 2000, but no earlier than the month in which he or she filed for SVB benefits, he or she resides outside the United States on the first day of the month.

The benefit payable is 75 percent of the Federal benefit rate under title XVI for the month, minus the amount of the qualified individual's benefit income for the month.
