If the evidence shows only the individual's age at a given time and does  not  show the DB or at least the year of birth, we must ascertain whether the age was
            given as of the last, next, or nearest birthday to determine the individual's DB.
         
         The age is usually given as of the last birthday in documents other than U.S. census
            records and insurance policies. Use the following chart to aid in determining when
            the age was given.
