When an applicant states that the child is illegitimate or other information indicates
illegitimacy, obtain a full birth certificate (BC) (one with spaces for parents' names).
If only a BC without spaces for parents' names is available (e.g., because the State
does not issue full BC's), document this on the MCS RPOC screen or on an RC in non-MCS
cases.
Accept the short form birth certificate issued by the State of Missouri (MO). There
is no need to request the full birth certificate. MO Vital Statistics has confirmed
there is no additional information to be secured by doing so.
Document on a RPOC per KC GN 00306.100E, the MO short form birth certificate is acceptable to show illegitimacy (i.e., the
short form shows the child's last name is the same as the mother's but not the alleged
father's). Explain in the RPOC that the long form birth certificate has the same information
as the short form birth certificate. Neither the short form nor long form birth certificate
in Missouri will show it was amended, nor do they have a check block to show the child
is illegitimate.
