GN 01704.550 Obtaining Certifiable Data from MBR

A.
BETs may certify dates of birth and dates of death shown on an MBR to foreign agencies,
providing SSA has paid benefits or would pay benefits based on the dates as factors
of entitlement; i.e.:

Lump-sum or survivors benefits have been paid based on the date of death shown on
the MBR for a deceased number holder, or the PODF (proof of death furnished) data
field indicates “P.”

Benefits have been paid based on the date of birth shown including “A's” who were converted from “HA's” at age 65, or if benefits are not paid based on the date of birth; i.e., the beneficiary
is an E, B2 or HA, the date of birth shown for the beneficiary is followed by a proof
code of “B,” “C,” “Q” or “F.” (See SM 00510.175C.5.)
NOTE: Dates of birth are not factors of entitlement for HAs, young spouses and mothers/fathers.

B.
Certify the monthly benefit creditable (MBC) from an MBR if the only RSDI payment
documentation available is a copy of the award form (SSA-101-U3), and there is an
MBR already in the folder which displays the MBC(s) for entitlement periods beginning
with June 1982. Do not show the amounts shown on a Form SSA-101-U3 for periods after
June 1982, because they might not be the actual amount creditable. The amounts shown
on a Form SSA-101-U3 for months prior to June 1982 may be certified. Refer to SM 00848.780
before extracting MBC(s) for certification. Request assistance from CAs if you have
difficulty determining MBCs.
