GN 01707.017 Coverage Exemptions Under the German System - Policy

Generally, German federal and local government employees who have civil service pension rights, or employees of public corporations (including clergy or employees of religious organizations), who are covered under other pension systems are exempt from compulsory social insurance coverage.

Workers who were exempt from compulsory coverage because they were civil service employees or employees of religious organizations, may be granted retroactive coverage if they do not receive a pension or lump-sum payment based on coverage under civil service or ecclesiastical laws.
