As indicated in GN 01709.220, DIO is responsible for obtaining special Swiss applications or referring the claimant to a Swiss office.
Follow this procedure for the proper handing of claims for Swiss benefits.
If the claimant is a Swiss national:
Advise the claimant to contact a Swiss consular office in the U.S. or the Swiss agency in Geneva to complete an additional application.
Check the first block in Part V of Form SSA-2960-U3-SZ and enter the date.
If the claimant is a U.S national or a refugee or a stateless person residing in the U.S.:
Send the claimant an application Form CH/USA 2.1 (for old age pension), CH/USA 2.2 (for survivors' pension) or CH/USA 2.3 (for disability insurance) along with a return envelope pre-addressed for P.O. Box 17049.
Show the U.S. SSN in the upper right corner of the application form.
Follow the instructions in GN 01710.316.
If the claimant is a refugee or stateless person residing in a third country or a third country national who cannot derive rights, enter the remark found in the last bullet in GN 01710.220D.7. on Form SSA-2960-U3-SZ
If the claimant is a third country national who can derive rights, follow the procedure above for U.S. national. (See GN 01710.317 for an explanation of derived rights.)
