GN 01716.110 How to Credit Canadian Coverage

A. Policy

Canada credits periods of coverage on an annual basis: no partial year of coverage is credited. One year of Canadian coverage equals four foreign quarters of coverage (FQC). Lag earnings are available by September or October of the following year.

B. Procedure

Follow these steps for assigning Canadian coverage.

Is the claimant filing for disability benefits on this record?

  • If yes, credit all possible FQC's to the earnings record.

  • If no, credit only the number of quarters required for insured status.

Consider each year separately.

Assign FQCs as follows:

  • If there are zero U.S. quarters posted for a year of Canadian coverage, credit 4 FQCs.

  • If there are 1-3 U.S. quarters posted for a year of Canadian coverage, credit FQCs in the blank U.S. quarters.

  • If there are 4 U.S. quarters posted for a year of Canadian coverage, credit no FQCs.

If the worker is not insured based on coverage certified, determine if lag wages are alleged.

  • If yes, and the worker is an employee, contact the CPP or the RRQ, explain the situation, and ask them to contact the employer to confirm coverage and then certify the coverage to DIO.

    For self-employed persons, ask the CPP or RRQ to check with Revenue and Taxation to see if coverage information is available and certify any coverage located to DIO.

  • If no, deny the claim.
