GN 01738.012 How the Foreign Service Post Processes and Develops Claims Filed with the Greek Agency

A. Process

When a non-entitled person contacts the Greek agency to file a claim for U.S. benefits, IKA routes Form GR/USA 3 (Greece/U.S. Agreement on Social Security Transmittal/Request/Certification) to the FSP. The Greek coverage record should be attached.

If IKA is aware that the person is already entitled to U.S. benefits or clearly ineligible, they will restrict the claim to Greek benefits only.

A local Greek insurance office needing a U.S. earnings record (E/R), or any other evidence from DIO in connection with a claim for Greek benefits, requests it through IKA. IKA then requests the information from DIO via the GR /USA 3.

B. Procedure

Follow the procedures below which explain how the FSP should process referrals from IKA.

1. Claimant Not Entitled to U.S. Benefits

Obtain Form SSA-2490-F4 (Part 1), the appropriate RSDI applications, and any additional evidence needed, and forward the claim to DIO with the Form GR/ USA 3 and the Greek coverage record.

Important: When IKA completes the GR/USA 3, they may indicate they have verified certain eligibility factors (see GN 01738.235). Verifications done by IKA may be accepted in accordance with GN 01701.320 except for verification of date of birth for claimants born in Greece. Evidence of date of birth for Greek-born claimants must be developed in accordance with GN 00307.518 - GN 00307.525 even if IKA has verified the date of birth.

2. Claimant Already Entitled to U.S. Benefits

Forward all material to DIO annotated “already entitled to U.S. benefits.”
