The beneficiary or recipient has the right to request that Fiscal Service (Treasury) provide a second handwriting analysis as long as he or she has additional information to support the disagreement with the original decision. Someone other than the person who made the original decision must perform the second review. Additional proofs are required from the beneficiary or recipient supporting the second request.

If the beneficiary or recipient disagrees with Treasury's handwriting analysis:

  photocopy the formal protest letter found in NL 03001.070 for beneficiary or recipient to complete. DO NOT use any other form as a transmittal;

  assist him or her by providing check identification information (check number, check symbol, program, etc.);

• •

  include as attachments any proof provided by the beneficiary or recipient to assist Treasury in its redetermination. PLEASE NOTE: ADDITIONAL PROOF IS REQUIRED TO SUPPORT THE LP DECISION REVIEW REQUEST;

• •

  mark the envelope ATTN: Jonathan Corbett, FORMAL PROTEST and mail to:

  Prepare a 60-day diary to control for a response from the Philadelphia Financial Center.

Example of protest:

SSA sends the beneficiary or recipient a notice indicating that we will not replace the check because Treasury has determined that the he or she endorsed the check. The beneficiary or recipient writes to SSA stating, I disagree. This is not my signature and here is further proof; SSA will package the additional proofs under the cover of the protest letter and submit it the Philadelphia Financial Center for processing.
