GN 03340.045 Pledges of Confidentiality
Because the Privacy Act grants access rights to individuals, we generally cannot deny
individuals access to information, marked as “confidential,” contained in their claims
folder or medical record that we obtained from third parties. Accordingly, employees
should not pledge confidentiality to third parties who provide us this type of information
to the agency without first consulting with the Office of the General Counsel.
