Section 13508 of P.L. 103-66 Omnibus Budget Reconciliation Act of 1993 provides that the Part A premium for both the Aged and the Working Disabled may be reduced for individuals who have at least 30 QCs. Aged spouses or surviving spouses may qualify for the reduction if the worker has 30 QCs. Disabled adult children (DAC) are eligible for premium reduction if they have 30 QCs on their own record or are the spouse of a worker with 30 QCs. The DAC of a number holder (NH) with 30 QCs is not eligible for reduction based on that NH's earnings.
The reduction is effective 01/94 or, if later, the month after the month an individual receives the 30th QC.
Rules in this section on crediting and allocating QCs apply in determining when an individual meets the 30 QCs rule.
