RS 02001.835 How a Special Exception is Processed - U.S. Irish Agreement

A worker or employer who wishes to apply for a special exception writes to the agency in the country where the worker wishes to be covered at the address given below.

The letter requesting the special exception should:

  • provide all of the information needed to issue a certificate (see RS 02001.845C.) and

  • explain why a special exception is desired.

Each agency will coordinate with the other agency as necessary if it believes the exception should be granted. When an exception is granted, the agency of the country which will cover the worker issues a certificate of coverage to serve as proof of exemption from coverage and taxation in the other country.
