If an individual inquires about benefits for an individual in Russia, tell the inquirer
that payments can be made to some individuals in that country, as explained in RS 02650.260C.
If the individual on whose behalf the inquiry was made has not filed for benefits,
tell the inquirer that the individual should write to the Office of International
Operations (OIO).
If the individual on whose behalf the inquiry was made either had their benefits suspended
or never received any payment because they were in Russia, obtain the following information
and forward it to OIO:

name and current address of the beneficiary;

Social Security number (SSN) on which the claim was filed (or sufficient information
to identify the number holder (NH), if the SSN is unknown); and
NOTE: Because many individuals use different names in the United States, it is important
to get all the names the NH may have used.

relationship of the individual in Russia to the NH if they are not the NH.
Include the name and address of the inquirer in case we need additional information.
