DI 11020.040 Deferred Development - Childhood Disability Benefit (CDB) Claims
Do not defer the development of critical CDB eligibility factors. (See DI 11010.025 “Guidelines for Deferral of Non-Disability Development”.)

If there is a discrepancy or a material issue unresolved involving the insured status
of the number holder (NH), or the relationship of the claimant to the NH, hold the
CDB claim until the issue is resolved.

If a date of birth discrepancy is material, develop according to existing procedures.

Establish the nonmedical factors of entitlement (although proofs may not be developed)
before requesting a medical determination by Disability Determination Services (DDS).
However, if the Field Office (FO) learns at any time that a claimant whose CDB claim
has already been forwarded to the DDS for a disability determination does not meet
a nonmedical requirement, the FO should telephone the DDS immediately so that development
can be stopped and the claim returned to their office. For Certified Electronic Folders
