The Stieberger class consists of all individuals who were New York State residents at the time their
claims for benefits were finally denied or terminated during the period October 1,
1981, through July 2, 1992 (the date of issuance of the Stieberger Teletype; see Exhibit 1, DI 12586.095), inclusive, based on a determination that they did not have a disability that prevented
them from engaging in substantial gainful activity (SGA) and whose benefits have not
been fully granted or restored through subsequent appeals.
