DI 21501.010 Supplemental Manual Instructions of State Welfare Agencies

Reference is made to manual instructions which are officially published by a State welfare agency for the purpose of providing direction, coordination, and control of its program. Where such a manual contains guidelines which interpret provisions in a State plan defining disability and blindness which reasonably need interpreting and which do not conflict with the approved State plan, they may be treated as part of the State plan definition. Where the DDS obtains any such written supplemental manual instructions which provide clarification of State plan requirements, a copy of such instructions should be forwarded to the DPB. If these supplemental instructions are used for the adjudication of a conversion case, the SSA-834 rationale of the decision should identify or describe the relevant supplemental manual instructions and explain the import of these instructions upon the decision. Should any questions arise refer them to the DPB.
