There are times when the Disability Determination Services (DDS) makes a Continuing
            Disability Review (CDR) medical cessation determination, but the FO should never have
            initiated the CDR. For example, the DDS completes a CDR on a case that should have
            been protected from a medical review because a Ticket to Work was assigned and in
            use, or the State Vocational Rehabilitation (SVR) program was in use before the CDR
            was initiated. When this situation occurs, DDS must vacate the cessation determination
            to restore the case to its prior status.
