DI 39503.001 DDS Budget Procedures -- General

Under the Federal-State regulations, the Secretary of Health and Human Services (HHS) provides funds necessary to the States for the functions required to make disability determinations for the Federal Government. Congress provides funding for all DDS operations in the appropriation to HHS for general salaries and expenses. Accordingly, State agency financing is locked into the general administrative financing of the Social Security Administration (SSA). It is subject to the same apportionment, allotment, and reprogramming pressures as any component of SSA.
