DI 81020.245 Individual Moves to Another State before Electronic Continuing Disability Review (eCDR)
Determination is Final
Since 2008, all Disability Determination Services (DDSs) have the ability to process
eCDRs. If an individual moves to another state before the final eCDR determination,
the DDS will transfer the eCDR directly to the new servicing DDS.
When a DDS is unable to complete the eCDR case because the individual moves to another
state:

Prepare an SSA-5002 (Report of Contact) to document the eCDR CEF that the DDS is transferring
the case to the new servicing DDS because the individual moved to the new DDS state.
Include the individual’s new address and phone number (if known).

Add a message in eView to the certified electronic folder (CEF) to notify the originating
field office (FO) of the reason you are transferring the case. Messages are limited
to 200 characters. You may reference the SSA-5002 in the message.

Clear the case on the National Disability Determination Services System (NDDSS) with
a decision code (DEC) of No Determination (ND). Enter the destination code of the
new servicing DDS. For more information, see “No Determination” Routing - DI 32005.020 for paper cases and Processing “No Determination Claims for electronic cases - DI 81020.127.
If a paper folder is involved:

Prepare and print an Electronic Disability Collect System (EDCS) Routing Form from
eView with the annotation “eCDR CEF Sent to (new DDS )” (either CDR or Comparison
Point Decision (CPD)).

Attach the EDCS Routing Form to any remaining signed SSA-827s, and the paper folder,
if applicable.

Mail the paper documents or folder with the EDCS Routing Form to the new servicing
DDS.
Any outstanding electronic development will automatically upload to the CEF. Process
any paper trailer material per Processing Trailer Material for the CEF DI 81020.140.
NOTE: If an individual moves within a decentralized state while the CDR is pending, follow
local procedures for transferring the case.
