SI NY01801.102 (New York) When Not To Take An Application From A Pure SSI Household
A F/S application will not ordinarily be taken in an SSA office in New York State
from a pure SSI household, in the following situations:

The SSI applicant/ recipient is already receiving F/S, unless the household is recertifying
for F/S.

The SSI applicant/recipient has applied for F/S within 30 days and has not yet received
a decision or has applied for F/S more than 30 days ago, but less than 60 days ago,
and has been notified by the F/S office that the SSI applicant's/recipient's F/S application
is still pending.

The SSI applicant has been referred to SSA by DSS to file an SSI application as a
prerequisite for eligibility for public assistance (PA). The DSS-2474 (referral from
DSS) will show whether or not the applicant has filed for F/S.

The SSI applicant is being referred to DSS to file for public assistance.
In these latter two situations DSS will process a joint PA/FS application and issue
both the PA check and food stamps. For this reason and because the client will receive
faster service, the SSA interviewer should explain the advantages of filing with DSS.
If after the explanation, the applicant still wants to file with SSA, the interviewer
will complete the application and attach a copy of the DSS-2474 showing that the applicant
has applied for PA or is being referred to DSS to apply for PA.
