Division Of Earnings and Business Services (DEBS) produces three types of letters
            for corresponding with the public: dictated, form, and model letters. Most of the
            letters are comprised of standard paragraphs which are contained in this subchapter.
            Standard paragraphs also make up form and model letters. When those letters are not
            adequate to explain a particular situation to the inquirer, the standard paragraphs
            can be modified to provide the correct information or can be used as guides in preparing
            a dictated letter.
