Every month, the Office of Disability Policy (ODP) gathers a list of participants
who enrolled or withdrew from YTED. This list is sent to the regional contact (listed
in DI 60010.005E). For SSI recipients who enroll in YTED, the regional contact sends the monthly project
participation information to the FO of jurisdiction. The FO technician inputs the
data into the Disability Control File (DCF) and Supplemental Security Record (SSR).
For participants who apply for SSI, the systems notations are input by FO technicians
in the Consolidated Claims Experience (CCE) and SSR upon initial contact. FO technicians
may verify their participation with an enrollment letter provided by YTED, the listing
on Philadelphia
CDPS page or through their regional contact.
The regional contact provides the FO with monthly project participation information
and maintains an updated list on the CDPS page under “FO Resources.” It is used to
update the DCF and SSR. This update reflects the status of YTED participation. If
a YTED participant does not appear in the system, FO technicians should alert the
regional contact immediately (listed in DI 60010.005E). The regional contact confirms participation status with the YTED project contact.
Once participation is confirmed, the regional contact provides the FO with the project
participation information to input into the DCF and SSR. The regional contact then
alerts ODP.
YTED waivers apply only to participants in the treatment group. The list of participants
sent by the regional contact to the FO includes only those in the treatment group.
As a result, the FO does not need to distinguish between treatment and control group
participants.
YTED participation does not stop when a participant moves out of an area served by
the YTED. The Office of Analysis, Integration, and Performance Oversight (OAIPO) alerts
affected regions when a participant moves into its jurisdiction. If a claimant alleges
participation in YTED but resides outside of the Greater Philadelphia area, contact
the Center for Disability and Programs Support (CDPS) in your region.
