HI 00630.020 Initial Enrollment Procedures - Foreign Beneficiaries on the Social Security Rolls
Approaching Age 65 or Disabled for 24 Months
Foreign beneficiaries who are within 3 months of reaching age 65 or disabled beneficiaries
who will have been entitled for 24 months within 3 months are notified of their eligibility
for SMI by Office of Central Records Operations (OCRO). The following publications
are sent to each beneficiary.

SSA Publication No. 05-10005, “A Message About Medicare for Social Security
Beneficiaries Living Outside the U.S.,” and
-

SSA Publication No. 05-10014, “Basic Facts About Medicare and Other Health
Insurance,” and

an inquiry card, HCFA-1739
OCRO simultaneously prepares and forwards to INTPSC a corresponding enrollment card
(HCFA-40F), which shows the last month of the initial enrollment period in the upper
margin on the face of the card. The HCFA-1739 bears the same date.
The ending date of the initial enrollment period is always the last day of the month
shown;
The beginning is the first day of the seventh month prior to the closing date;
For example: An October 1983 notation would indicate that the initial enrollment period
began on April 1, 1983 and ended on October 31, 1983.
When the beneficiary returns the HCFA-1739, they are sent the corresponding HCFA-40F
with a return envelope.
The HCFA-40F is not sent when a United States address is shown, see HI 00630.050 B.
