Mark the All FO/PSC Actions Complete block when the claim(s) being forwarded has been finally adjudicated and triggered
by the FO and no action is required by the PC.
Avoid placing informational or extraneous remarks on the SSA-3601 for completed claims
as this will result in the forwarding of the claim to a technician for review.
