GN 02610.037 How to Compute Title II Offset In Couples Cases Where Offset Was Previously Computed For One Member

A. INTRODUCTION

When computing the offset amount in couple's cases, use the couples' SSI payments rather than the individuals.

B. PROCEDURE

The FO will trigger an automated computation whenever possible (SM 01320.100B.2.).

To compute the offset for the newly eligible member manually, the FO must:

Do an offset computation for the couple following steps 1 through 8 of GN 02610.035.

Subtract the offset previously computed for the other member from the results of Step 1. if offset periods overlap.

Subtract the results of step 2 from the newly eligible member's retroactive title II benefits due.

If the results of step 3 are less than the retroactive benefits due the new member in the offset period, this is the new member's NCI.

Post offset results to the SSR (SM 01320.204). If unable to post or the PC initiates the request, call the PC with offset results and send them the worksheets with instructions to “prong file.”

 

The PC will:

  • post data to MBR,

  • subtract the offset amount from the retroactive title II benefits due the newly eligible beneficiary,

  • transfer the offset amount from the trust fund to the general fund,

  • subtract any SSI collectible overpayment - see SI 02220.021.

  • release any remaining title II benefits to the beneficiary.
