To avoid extensive development in every case, the following sections allow certain assumptions to be made, thereby permitting use of short-cut methods in determining support.

The assumptions and short-cut methods are intended to simplify development but not to establish entitlement which, on a factual basis, would not exist.

If support is missed by a narrow margin or is not establied by a short-cut method:

  Develop the facts more fully if it appears from the circumstances that one-half support did exist, and

• •

  Obtain facts about both the claimant's and NH's entire income and entire amount of contributions.
