RS 01702.542 RRB Jurisdiction - Policy

If the survivor is not receiving RSI benefits because RRB has jurisdiction of the survivors claim based on a combined earnings record, the special payments provision cannot apply.

If the RRB has jurisdiction but cannot pay benefits because the veteran is not RR insured, then RRB will refer the case to OISP, Division of Entitlement, for consideration when RRB receives VA Form 21-4180, Request for Certification By Social Security Administration.
