RS 02101.825 Coverage Development of Reported Wages
In claims and earnings discrepancy cases, field offices should develop the case only
if:

The worker or employer raises a coverage question; or

It appears that the work was not bona fide employment, which means, there is reason
to question the genuineness of the relationship or whether the parties involved entered
into the relationship in good faith. For information about developing when information
