RS 02650.056 Payments to Former GDR Citizens Residing Outside the U.S. in Countries Other Than the FRG

A. BACKGROUND

SSA was not able to get sufficient information to evaluate the GDR social insurance system. Thus, payments to some GDR citizens residing outside the U.S. in countries other than the GDR were suspended because they did not meet an exception to the alien nonpayment provisions.

B. PROCEDURE

Refer to OIP, DIPPA all cases in which:

  • •

    An individual who was a GDR citizen requests payments for a month(s) before October 1990 based on residence in a country other than the GDR; and

  • •

    No payment can be made because SSA has not evaluated the GDR social insurance system.

Forward the case by SSA-559 (Transmittal Slip for Claims Folders) or other transmittal form. Be sure the file contains full information about the dates of places of residence.
