DI 60075.045 The Promoting Opportunity Demonstration (POD) Automated System (PAS)

The PAS was a stand-alone system that accepted database files from Abt Associate’s (Abt’s) Information Data System (IDS). It contained the beneficiary’s report of gross earnings and impairment related work expenses (IRWE) for a month. It also contained a beneficiary’s request for withdrawal from the POD.

A. How the PAS worked

The PAS worked as follows:

  1. 1. 

    Received monthly earnings files containing earnings and IRWE from Abt;

  2. 2. 

    Calculated monthly offset amount using earnings files from the contractor;

  3. 3. 

    Deducted offset amount from the POD participant’s corresponding Monthly Benefit Amount (MBA);

  4. 4. 

    Created a manual adjustment credit and award process (MADCAP) action that updates the Master Beneficiary Record (MBR);

  5. 5. 

    Provided universal text indicator (UTI) information as part of the MADCAP action;

  6. 6. 

    Created (after the previous action) a special message on the MBR indicating that this is a POD beneficiary; and

  7. 7. 

    Added the “DP” demonstration code and the start and end date of participation to the HISTDEMO field on the MBR.

B. PAS automated cases

PAS automatically processed the following cases:

  • Social Security Disability Insurance (SSDI) benefit only (BIC = HA);

  • SSDI benefit and auxiliary suspension. (NOTE: Auxiliaries were paid full benefits until the SSDI beneficiary went into full benefit offset with a ledger account file (LAF) code of SQ);

  • Expedited reinstatement (EXR) cases after the beneficiary returned to payment status; and

  • Concurrent entitlement (DIB and SSI). The offset will applied only to the SSDI portion.

C. PAS processing logic

1. Monthly offset amount is greater than MBA

If the monthly offset amount was greater than the MBA, PAS:

  • suspended benefits to the POD participant and all auxiliaries receiving benefits on the record, and

  • issued automated notices to the POD beneficiary and auxiliaries explaining the reason for suspension.

2. Monthly offset amount is less than the MBA

If the monthly offset amount is less than the MBA, PAS:

  • reduced benefits under the POD rules, and

  • issued an automated notice to the POD beneficiaries.

If the month of offset was in the past, MADCAP:

  • posted an overpayment to the beneficiary's record, and

  • generated an overpayment notice for any prior months.

D. PAS decommissioned

PAS was decommissioned after the final EOYR had run for all POD participants. PAS no longer accepts files from Abt’s IDS and no longer updates the record for POD participants.
