DI 81020.250 Closing and Routing Electronic Continuing Disability Review (eCDR) Cases

A. Closing an eCDR

  1. 1. 

    Ensure all non-essential and duplicate documents have been moved to the “Current Development/Temporary Section” of the Certified Electronic Folder (CEF);

  2. 2. 

    Upload all case development and determination documents which were generated or created in the electronic format, including scanned copies of evidence, eForms, and Disability Determination Services (DDS) system-generated documents (e.g., determination form, worksheet, accurately dated notices), and ensure they are successfully uploaded and accessible through eView;

  3. 3. 

    Update the National Disability Determination Services System (NDDSS) with the determination and closure data;

  4. 4. 

    Follow current procedures to close the case on the DDS system;

  5. 5. 

    Date and release notices (unless the case is selected for Office of Quality Review [OQR] review);

  6. 6. 

    Transfer jurisdiction of the eCDR CEF and paper Comparison Point Decision (CPD) folder, if applicable, to the appropriate office, including those cases selected for OQR review.

  7. 7.

B. Routing Closed eCDRs

Always send the paper CPD folder to the same office to which you transferred the eCDR CEF. Include messages as to what action is necessary, if any, for both the paper and electronic folder. Route cases based on decision (DEC) codes as follows (unless selected for OQR review).

NOTE: Do not remove “eCDR Paper CPD Folder Flag” from any paper CPD folder.

1. Continuance (DEC = CO)

a. No Action is Necessary

  • Use these destination codes on both NDDSS and Electronic Folder Interface (EFI):

  • Title II and concurrent use office code N88 (National Records Center [NRC] Folder Storage)

  • Title XVI only use L0(zero)E (NRC Folder Storage)

b. Action is Necessary (i.e., Work Issues, Payee Issues, Capability, Reopenings)

  • Add a message to the CEF via the case processing system describing the necessary action; and

  • Route to the FO

NOTE: If there is a question whether or not any action is necessary, the best procedure is to route the case to the FO so they can determine the proper course of action and the proper routing procedure.

2. Cessation (DEC = CE)

Route both Title II and Title XVI to the FO.

C. If a case fails to close

Upon adjudication, if an eCDR CEF fails to close on the DDS system, case development and determination documents that were electronically generated or created will not upload to the CEF and jurisdiction of the CEF will not be transferred to the appropriate component.

At closure, DDS ensures that:

  • All documents are uploaded to the CEF;

  • The case is closed on the DDS case processing system; and

  • Jurisdiction changes to the appropriate office.
