  • Blind - Combined value of home and personal property does not exceed $5,000 and combined value of other real and personal property does not exceed $1,500. Real and personal property of living-with spouse in excess of $1,500 plus $600 for each dependent counts toward $1,500

  • Aged and Disabled - No fixed dollar limit. Not of unusual value in relation to community standards and his needs.

  • Blind - Value is county assessed valuation less encumbrances. Value counts toward $5,000 limit on real and personal property.

  • Aged and Disabled - Individual ineligible if he owns real property other than a home

  • Blind - Value is market value less encumbrances. Value counts toward $1,500 on nonresident real and personal property.

Household goods

  • Aged and Disabled - Exclude if used to meet living requirements or having sentimental value

  • Blind - Excluded, no limit

  • Aged and Disabled - Same as household goods.

  • Blind - Excluded, no limit

Life insurance

  • Aged and Disabled - Eligibility not affected by new life insurance acquired or increases in value during receipt of assistance.

  • Persons over age 18 - Eligibility not affected if insurance premiums are not more than 50 cents weekly, $2.00 monthly, or $23.50 annually or face or cash value is less than $500.

  • Persons under age 18 - Life insurance does not affect eligibility

  • Blind - First $500 cash value is excluded.

Property necessary for self-support

  • Blind only - Excluded if property is providing income consistent with the value of the property and the income is sufficient to make an appreciable contribution to support. Tools, equipment, etc., necessary to obtain income excluded if value is not excessive in relation to standards for business and industry.

  • Aged and Disabled - Real or personal property which represents investment of Veterans bonus money does not affect eligibility

  • Savings of school children up to 2,000 a child

  • $50 cash on hand at time of application

  • Burial reserves established prior to 12/1/47 do not affect eligibility

  • Aged and Blind - Burial reserve does not affect eligibility if reserve plus face value of life insurance does not exceed $500 ($1,000 for blind), use of money is restricted and reserve is deposited with a bank or trust company.

  • Blind - Burial reserve does not affect eligibility if reserve can be revoked only on consent of all persons involved.

E. Operating Policy - Virginia

Excluded unless total face value of policies on individual exceeds $1,000 ($5,000 in Aid to the Blind) in which case CSV counts toward dollar maximum unless policies pay cash income and it is to the individual's best interest that policies stay unchanged.

Property necessary for self-support

  • Aged and Disabled - Income producing property unless equity in it is $5,000 or more.

  • Blind - There is no limit.

  • Property must be producing reasonable rate of return. As a guide, reasonable return is either:

    1. 1. 

      gross annual income of 10% of property's current market value; or

    2. 2. 

      gross annual income comparable to that received from similar property in the community.
