One of the requirements for qualification for SVB is that the individual have been age 65, or older, on December 14, 1999, the date title VIII was enacted into law.

Do not ask an individual to submit proof of date of birth/age if this has been established in connection with his/her claim for Supplemental Security Income (SSI) or title II benefits.

Examine the Supplemental Security Record (SSR), and Master Beneficiary Record (MBR) if necessary, to verify the individual's date of birth/age.

Develop for proof of date of birth/age as explained in GN 00302.290 if the:

  individual's date of birth was not established on the SSR and MBR; and

• •

  the individual meets the other requirements for qualification for SVB, as explained in VB 00102.001 and VB 00102.005.
