Conduct the mandatory in-person interview with applicants age 12 or older with no
prior SSN.

See RM 10211.500 if evidence establishes the applicant is an alien not legally in
the U.S.

Develop full evidence of age, identity, U.S. citizenship or lawful alien status even
if the claimant alleges having an SSN. This will prevent delaying the claim for further
development.

See RM 10205.020 if the SS-5 application data is returned “unable to locate” (UTL).
