GN 00205.050 Retirement, Survivor, Disability Insurance (RSDI) Applications for Military Service (MS)

A. Background

We changed the required military service development to support efforts for simplifying policies and procedures effective with the iClaim release on November 22, 2008. Since the Master Earnings File (MEF) accurately identifies military wages for years after 1967, and adds Deemed Military Wages (DMW) to the computation screens, it is no longer necessary to document military service for these years.

NOTE: The Department of Defense Appropriations Act of 2002 eliminates DMWs for members of the uniformed service for all years after calendar year 2001.

B. Completing the military service questions on the Modernized Claims System (MCS)

Until the MCS ADDB screens are changed, follow these operating procedures.

1. Active U.S. military service after Sept 7, 1939 (Y/N)

This question now means “DID YOU HAVE ACTIVE MILITARY SERVICE PRIOR TO 1968?”

a. No military service requiring documentation

If the NH had no military service prior to 1968, answer, “NO” (N), to the ACTIVE MILITARY SERVICE AFTER SEPT 7, 1939 question.

b. Military service requiring documentation

If the NH had military service prior to 1968, answer, “YES” (Y), to the ACTIVE MILITARY SERVICE AFTER SEPT 7, 1939 question.

2. NHMS and CLMS screens

Document only military service prior to1968 on the MCS NHMS AND CLMS screens.

3. DWO3 screen remarks

A message appears on the DWO3 screen if military service is not material to the claim.

4. Changes to the MCS printed application summary not required.

  1. a. 

    No paragraph is added to the application summary if the ACTIVE U.S. MILITARY SERVICE AFTER SEPT 7, 1939 question is answered, “NO” (N).

  2. b. 

    If the ACTIVE U.S. MILITARY SERVICE AFTER SEPT 7, 1939 question is answered, “YES” (Y) and only dates of military service prior to 1968 are documented on the NHMS or CLMS screens, the paragraph on the application summary reflects the claimant’s actual response.
