BDS is responsible for reporting all changes that effect eligibility to the field
office servicing the Regional Administrator's address. These offices are identified
as the parallel FOs in GN BOS00502.183B.1.a. above. BDS is required to account annually on how benefits were used or conserved
for each client.
To report changes for the beneficiary BDS sends the “Reporting Events to Social Security Administration” form (see GN BOS00502.183, Exhibit 1) to the parallel field office. This form was developed jointly by BDS
and SSA to notify us of any change in living arrangement, etc. and also provides us
with the beneficiary's new address.
If the parallel field office receives a “Reporting Events to Social Security Administration” form and there is no change in the BDS region that has jurisdiction over the beneficiary,
the parallel field office will complete any action necessitated by information on
the form, such as a change in residential address. Representative payee development
should not be undertaken unless there is evidence that BDS is no longer the preferred
payee.
If the parallel field office receives a “Reporting Events to Social Security Administration” form and a new BDS region has jurisdiction over the beneficiary, the parallel field
office will forward the form to the field office servicing the new BDS region. Because
each BDS Region is a separate payee, a new payee application must be obtained. The
new parallel FO must contact the new BDS Regional Administrator to file an application
to be representative payee. This application ensures that the new BDS region receives
all notices and accounting requests for the beneficiary. The new parallel FO should
secure an accounting of monies paid up to the point of transfer per GN 00605.360.
If the parallel field office receives a “Reporting Events to Social Security Administration” form and BDS is no longer the payee, the parallel field office will forward the form
to the field office servicing the beneficiary's new address. The new servicing field
office is responsible for finding a suitable payee for the beneficiary per GN 00502.105.
