GN 01711.015 Coverage and Contributions Under the Norwegian System

A. POLICY — COMPULSORY COVERAGE

Coverage under the basic pension program is based on residence in Norway, while coverage under the supplementary pension program is credited based on a worker's earnings.

1. Basic Program

In general, all persons who reside in Norway are covered under the basic pension program. No contributions are required.

2. Supplementary Pension Program

Persons ages 17 through 69 who work in Norway are covered under the supplementary pension program for years in which their earnings exceed a base amount. Covered employees and their employers, as well as self-employed persons, are subject to compulsory contributions.

B. POLICY — VOLUNTARY COVERAGE

Persons who are not subject to compulsory contributions and who meet certain qualifying conditions may make voluntary social security contributions to build future benefit rights.
