DI 13006.025 Field Office (FO) Procedures for Processing an Age-18 Redetermination

A. Identifying an age-18 redetermination

The FO must use the requirements below when identifying an age-18 redetermination.

1. Requirements for an age-18 redetermination

When possible, the FO must time the interview to coordinate the age-18 redetermination and non-medical redetermination (RZ) interviews, so that the Disability Determination Services (DDS) will receive the case on or after the date that the disabled individual attains age 18. In some cases forwarded to the DDS, the DDS may determine that an age-18 redetermination is required instead of a continuing disability review (CDR). These cases will be disabled individuals who were first eligible as children who have attained age 18, and had never been subject to an age-18 redetermination or equivalent as determined by the DDS after attaining age 18. NOTE: The DDS will determine whether to apply the adult criteria to a case. However, if the FO recognizes that a disabled individual should have been subject to an age-18 redetermination, the FO may initiate the age-18 redetermination.

2. Review the disability control file (DCF)

If the Category field of the CDR query screen displays “Age 18/DDS”, initiate the age-18 redetermination, see MS 00501.004.

B. Processing an age-18 redetermination

The FO must complete the following procedures below when processing an age-18 redetermination.

1. Initiate and process the age-18 redetermination

The age of the disabled individual at the time of the FO initiation affects the processing of the case. The FO should not initiate a case prior to the month before the month the disabled individual attains age 18. A case is eligible for selection as an age-18 redetermination no earlier than two months prior to attaining age 18.

Complete the following procedures:

  1. a. 

    Check the age of the disabled individual before sending the “Notice of Disability Redetermination.” Notices sent using the workload action center (WAC) should be stored in the online retrieval system (ORS).

  2. b. 

    Send the “Age 18 Notice of Disability Redetermination” to the Title XVI disabled individual and his or her representative payee, see DI 13006.100.

    NOTE: If the case is concurrent (but the Title II CDR diary has not matured) advise the disabled individual and his or her representative payee that an unfavorable determination on the disability redetermination may trigger a CDR on the Title II case.

  3. c. 

    Document the folder with a copy of the “Age 18 Notice of Disability Redetermination.”

  4. d. 

    Update the transfer date on the CDR FO Input (IFOA) screen of the DCF to record the date the FO sends the “Age 18 Notice of Disability Redetermination.”

  5. e. 

    Update the DCF by entering through the IFOA screen Item #6 (transfer direct release CDR). Show your FO Code as the “Office Responsible.” The DCF will automatically assign the date of input.

NOTE: If the FO is unable to locate the prior medical folder, see DI 13015.080.

2. Conduct the age-18 redetermination

The FO must complete the following when conducting the age-18 redetermination interview:

  1. a. 

    Conduct the interview according to DI 11005.001. Do not take a new application.

    • Sections 1619(a) and (b) of the Social Security Act apply to these cases, see SI 02302.000. The initial claim procedure concerning substantial gainful activity (SGA) denials does not apply to an age-18 redetermination.

    • Complete the appropriate initial disability interview forms including:

      1. 1. 

        Form SSA-3367- (Disability Report-Field Office),

      2. 2. 

        Form SSA-3368-BK (Disability Report-Adult); and

      3. 3. 

        Form SSA-827 (Authorization for Source to Release Information to the Social Security Administration).

        NOTE: The Type of Master Record (TMR) must be changed from disabled child (DC) to a disabled individual (DI) in order to establish the age-18 CDR in the Electronic Disability Collect System (EDCS), see DI 81010.232.

    • Obtain the names and addresses of the medical sources and functional information for the year preceding the date of the interview.

    • Ask the disabled individual if he or she is participating in an individualized education program (IEP) or receiving vocational rehabilitation (VR), employment, training, educational, or other support services from any source. In the event the individual is determined to not be disabled under the adult criteria, participation in these types of programs may make the individual eligible for benefit continuation under Section 301 see DI 14510.000.

  2. b. 

    Update the IFOA on the DCF to show the transfer of the folder to the DDS, see MSOM Chapter 005. Also, enter any pertinent remarks under the “Remarks” section of the DCF.

  3. c. 

    Ensure the TMR on the SSR changes from a child (DC) to an adult (DI) on the Simulated SSI Record (SSR).

  4. d. 

    Forward the paper folder or electronic folder to the DDS. If the FO is unable to locate the prior paper folder, see DI 13015.080.

    NOTE: Do not establish an age-18 redetermination in EDCS until the TMR is a DI. If the FO already changed the TMR from a child to an adult, it is not necessary to complete a new RZ unless a diary is due. To initiate the age-18 redetermination in EDCS, see DI 81010.232. For electronic CDR exclusions, see DI 81010.210.
